Strengthening Recovery and Resilience in Times of Crisis

The Contingent Emergency Response Component (CERC) is a dedicated emergency financing mechanism under the Integrated Rurban Development and Climate Resilience Project (IRDCRP), funded by the World Bank and the Government of Sri Lanka. The component is designed to provide rapid financial support when an eligible natural disaster, climate-related shock, or other emergency situation causes significant social and economic impacts.

Following the devastating impacts of Cyclone Ditwah in 2025, which severely affected agricultural production, irrigation infrastructure, livestock farming, and rural livelihoods across Sri Lanka, the Government activated the CERC under IRDCRP to support immediate recovery and early rehabilitation efforts. A total of US$ 30 million was reallocated to finance emergency interventions aimed at restoring agricultural productivity and strengthening the resilience of affected communities.

The primary objective of the CERC is to enable a prompt, coordinated, and effective response to emergencies while ensuring compliance with World Bank fiduciary, procurement, environmental, and social safeguard requirements. The component complements the broader objectives of IRDCRP by helping vulnerable farmers and rural communities recover quickly from disasters and build resilience against future climate-related risks.

The CERC finances a range of emergency response and recovery activities based on identified needs and Government priorities. Eligible interventions include:

โ€ข Emergency cash assistance to affected farmers.
โ€ข Rehabilitation and restoration of damaged irrigation systems and agricultural infrastructure.
โ€ข Support for livestock recovery through feed, veterinary services, and disease prevention measures.
โ€ข Provision of agricultural inputs such as seeds, planting materials, fertilizers, and farming equipment.
โ€ข Repair of community assets, agricultural facilities, and critical rural infrastructure.
โ€ข Technical assessments, emergency studies, and implementation support services.

Under the Cyclone Ditwah recovery programme, the CERC facilitated reimbursement of Government-funded emergency cash grants provided to over 84,000 affected farmers cultivating maize, vegetables, other field crops, and selected fruit crops. The programme also supports rehabilitation of minor irrigation infrastructure and recovery assistance for dairy and goat farmers.

The Ministry of Finance, Planning and Economic Development serves as the coordinating agency for CERC activation and overall emergency response coordination. The Ministry of Agriculture, Livestock, Land and Irrigation (MoALLI), together with the IRDCRP Project Management Unit, leads implementation of approved recovery activities.

Technical support is provided by key sector agencies including:

โ€ข Department of Agrarian Development (DAD)
โ€ข Department of Animal Production and Health (DAPH)
โ€ข Other relevant Government institutions

The implementation period for a CERC activation is generally 18 months, during which all activities are monitored to ensure transparency, accountability, and achievement of recovery outcomes.
